What Sullivan does know is how he rates the quarterback position. The new GM cut his teeth in Green Bay, first under Ted Thompson and then under current Packers GM Brian Gutekunst, where that franchise placed a huge emphasis on having depth and a succession plan at the position. Aaron Rodgers was drafted in place of Brett Favre and Jordan Love was drafted to eventually take Rodgers’ place.

It is possible that the same formula is repeated with the dolphins. Sullivan said he wants to avoid making decisions “irresponsibly” at the most important position, knowing that building the team’s infrastructure is also an important goal.

“We’ve all seen teams go about it maybe in a questionable way, and you get a really good player at quarterback, but he can’t be healthy because he’s dying, or he doesn’t have anybody to throw to,” Sullivan said. “So, yeah, we’ll find our guy, but we’ll make sure we’re building the infrastructure along the way so that when we find our trigger, whoever it may be — whether it’s Tua, Quinn (Ewers) or someone not in the building — we have a team that he can go play and work with.”

Tagovailoa, Ewers and former Raiders quarterback Cam Miller are the Dolphins’ only running backs under contract through 2026, with Zach Wilson set to hit free agency this spring. Sullivan praised Ewers, who started the last three games and threw for 622 yards, three TDs and three INTs on the season, saying the 2025 seventh-rounder “did a great job at the end of the season.”

But Sullivan was careful to make it clear that nothing has yet been decided about the future of anyone at the position.

“There are too many conversations to have at this point,” he said. “We have to find out. We will, but today is not the day I can answer you.”
