FIFA Pushes for Penalty Shootout Rule Change


FIFA, world football’s governing body, is attempting to rush through a new rule to guarantee a single coin toss before penalty kicks at the 2026 World Cup, aiming to eliminate the current uncertainty.

Penalty shootouts have been a staple of World Cup knockout matches for the past four decades, providing a thrilling way to decide the winner of a match that remains level after 90 minutes of regular play and an extra half hour of extra time.

Before the nerve-wracking exercise begins, team captains meet with the referee to decide two crucial factors: which team takes the first kick and which end of the stadium the penalties will be taken from.

Under the current regulations, the referee performs two separate coin tosses to decide each factor, creating a real possibility (one in four, in fact) of a team losing both coin flips and facing a disadvantage.

FIFA has proposed a move to a single test of destiny, giving captains the option to decide the order or location of kicks, but not both.

There have been several significant rule changes this summer, and it’s unclear why FIFA has suddenly expressed concerns about the fairness of group stage penalty kicks.

The IFAB, football’s official lawmakers, still have the power to impose this proposed amendment before the first match on Sunday.

Shootouts have been extensively analyzed, and studies have drawn various conclusions about factors influencing their outcome, from the order of receivers to the number of seconds before the ball is hit.

Some research suggests that the team taking the first kick has a significant advantage, while others have reached opposite conclusions or found mixed results.

David Pipke’s recent study analyzed 7,000 shootouts and 74,000 kicks, finding no evidence that the first-kick team has a better chance of winning, possibly due to limited sample sizes.
